Creating Login Banner in KDE 3.4

Basically yes, but this isn't a programing tutorial.

Before the login dialog comes up, KDM runs a script:

	$KDEDIR/share/config/kdm/Xsetup

Or you might have to set something in: kdmrc for it to run.  So, you can 
  add what you need to this script, it will do what you want.
