KDE Menu Apps and Control Center Missing!

Hello.

Recently upgraded to KDE 3.4.1 via apt-get, and shortly thereafter (a
reboot?) things went horribly wrong.

"Applications" no longer appears in the KDE Menu (just the "Actions"
part shows up.)
 
Kcontrol will run, but there isn't a tree of configuration applets, it
just shows the KDE and kernel version.

I created a new user, and that user has the same problem after logon.
Root has the same problem as well.

Spent a *long* time searching for a solution with no luck.

Can anyone help?  
(Running Debian Unstable, KDE 3.4.1, Kernel 2.6.13-rc1)
