KDE Windows project application

Hi, I'm a student from Politehnic University of Bucharest, Romania and I am
interested in the KDE Windows project.
I want to apply for the first idea, "single applications", because it seems
suited for me.
My question is who should I talk to, to make an idea about how to apply for
this project and how can I reach this person?
