0.4 release plan

Given that everybody needs more time and request the delay of 0.4 and also
because of the soon-availability of Call1 in tp-qt, I'm delaying the
release by two weeks.

So the new release schedule is as follows:

 * Feature freeze on 31th March
 * String freeze on 7th April
 * Hard freeze on 14th April
 * Release on 28th April

We'll also have new krunner to start chats and, wait for it...call support!
If you have ideas about call-ui revamp/redesign, speak up now please. Best
with attached mockups ;)
