I think it is worth to have them in the presence applet, since (at least for
the 2 items mentioned) doesn't completely fit the contact list, since they are
not actions on the contacts (it is probably worth to have them in both places)

If you want to join a chat room it might not have sense to start the contact
list, same for adding a contact (for example, I receive an e-mail with a
contact that I just want to add, but I'm not interested in chatting with him
right now).

Anyway I'm changing this bug to Add "Add Contact" button to the presence
applet,
and I'll clone this for the "Join chat room"
