Have you seen the way Mac's quicktime player does it.

Pressing the button pops up a vertical scrollbar, and the scrolly is already pressed.  

Perhaps it would be possible to make a special button (kbuttonPopupVolume or something) that 
when you press the button and go up/down with the mouse ... the volume bar is adjusted.  
So essentiall the volume is realy just graphical feedback and cant be clicked on by the mouse 
because as soon as the mouse is realease the popup/volumebar disapears.  Just a thought.

Im not familiar with qt/kde libs (yet ... but im working on it).  but it sounds like you need some 
extra code that says "if already poped up, hidepopup() else showpopup()"
