<p>The permissions are fine. The problem was after the recent KDE upgrade. My /var/cache/apt/archives folder was full which put my / partition at 100%. apt-get clean fixed the problem. Why that causes this particular problem with /tmp is beyond me. I wish I knew this two weeks ago before I went through the reinstall.</p>
