This doesn't sound like something KDE could interfere with. Double clicks on 
something inside a window usually go directly to the application, they are a 
very common event pattern.
Same for normal arrow key strokes.

To have something global to interfere usually requires special modifier keys 
to be pressed, e.g. ALT, CTRL or "the Windows" key.

Just to check whether it is something you might have changed accidentally, try 
creating a new user account and test with that (thus having just the installed 
configuration)
