[kde-linux] PolicyKit policies and KAuth: Day & Time -- SystemSettings

I have rebuilt KDESupport-4.4 and my KDE-4.4 BRANCH tree with:

-DCMAKE_INSTALL_PREFIX:PATH=/usr/KDE-4.4
-DSYSCONF_INSTALL_DIR=/etc/kde-4.4
-DKDE4_AUTH_POLICY_FILES_INSTALL_DIR:STRING=/usr/share/PolicyKit/policy

And I have D-Bus configured according to the instructions in TechBase.

When I open Day & Time in SystemSettings (TAFKAKC), it says:

	"You will be asked to authenticate before saving"

But, it doesn't work.  When I change the TimeZone, the: "Apply" button 
is not activated.

Any help would be appreciated. (HELP!).

I note that this doesn't work with a root session either.  It says that 
same thing which I wouldn't expect in root; I would expect that root 
would just be able to save the changes.

I note that I have a file:

/usr/KDE-4.4/share/PolicyKit/policy/org.kde.kcontrol.kcmremotewidgets.policy

and I wonder if this is correct or if it should have installed in:

/etc/kde-4.4/share/PolicyKit/policy/
