Check your settings here:

Settings -> Configure Kmail -> Accounts -> Sending -> Common options 

for the account in question. Is the setting in

"Send messages in outbox folder:"  "on all mail checks"

If so, how often are your mail checks?

(Settings -> Configure Kmail -> Accounts -> Recieving
Select the appropriate account and modify)
