fixed. the Makefiles use automake man_MANS which require the manpages to
be form manpage.# (# being a number) and not manpage.#.gz . its upto the
packager to compress the manpages

hopefully, we should be able to maintain interface compatibility. at some
point, the script will be replaced with a C++ based encoder.
