Nein, das ist der Facility Manager - Facility Managment ist wohl eher sowas 
die Hausverwaltung (die Chefs vom Hausmeister :)

Und eine Facility im Kontext des Syslogs würde ich jetzt erstmal als Bereich 
oder Art übersetzen. Um den Kontext mal kurz im englischen auszubreiten:

   The facility argument is used to specify what type of program is logging
   the message.  This lets the configuration file specify that messages from
   different facilities will be handled differently.

    LOG_AUTH
              security/authorization messages (DEPRECATED Use 
              LOG_AUTHPRIV instead)

     LOG_AUTHPRIV
              security/authorization messages (private)

     LOG_CRON
              clock daemon (cron and at)

Es kann also die "cron facility" oder die "security facility" sein. Da passt 
"Bereich Cron" und "Bereich Sicherheit" ganz gut - aus meiner Sicht.
