[Kde-hardware-devel] Draft for a GSoC idea. nm statistics and auto proxy switching

Hello!

My name is Eugenio Cano-Manuel. I want to take this GSoC opportunity to
make KDE better. I'm sending you a draft of an idea I want to collaborate
on during the GSoC period, it's basically to collect usage data from
network connections and to implement an automatic proxy switcher. It is a
draft, so if you don't mind, please review it and give me some feedback so
I can complete it.
