While waiting for the author to respond I'll try to help a bit:

Can you check if cagibid is running? I've only used it for testing
kio-upnp-ms, but I always had to start it manually. I'm sure if it's
supposed to run from kded or as a system service.

The UPnP IGD should show up AFAIK. You could also try running a
upnp-mediaserver somewhere on the network (or localhost).
