Why add another variable to the Makefile, when there is already a configure
argument that does exactly what we want? If you do side-by-side comparison of
the builds with CONFIGURE_ARGS+=--verbose vs. MAKE_ENV+=VERBOSE=1, you will see
that the configure script prints out some relevant information and suppresses
useless warnings in the latter case.
