Introduce qt5-paths

qt5paths is a command line interface to the QStandardPaths API of Qt5, and a
dependency of kde foundation's workspace.

The corresponding PORT was provided by Tobias C. Berner<tcberner at gmail.com>
via mailing list. The USES_QT5 part was modified by me to name it ``paths''
instead of ``qtpaths'', as USES_QT5 elements don't prefix ``qt'', and added
to the devel/qt5 meta-port.
