<p>Almost, but not quite - it just means that the resource is on the same system and therefore there's no hostname in the URL.<br />
Protocols like <tt style="background: #ebebeb; font-size: 13px;">man</tt>, <tt style="background: #ebebeb; font-size: 13px;">tar</tt>, <tt style="background: #ebebeb; font-size: 13px;">zip</tt>, etc. are all <tt style="background: #ebebeb; font-size: 13px;">:local</tt> as well, but can't be translated to <tt style="background: #ebebeb; font-size: 13px;">file:///...</tt>.<br />
