File missing license header in KCoreAddons

That means you can make it "LGPL v2 or v3" (but not v2+)
according to waba's recorded preferences in kde-dev-scripts/relicensecheck.pl

Anyone reading this and not knowing what kde-dev-scripts/relicensecheck.pl
is about, please git clone kde:kde-dev-scripts and add your entry into the 
file :)
