REVISION SUMMARY
  Packages should install their configuration files under DATADIR, SYSCONFDIR should be reserved for system administrators overrides.

TEST PLAN
  Built powerdevil with patched kauth, dbus conf files were installed under /usr/share/dbus-1/system.d
