[kde-edu]: fr_ch_keyboard.xml submission for KTouch KDE4

so here is the Swissw French keyboard layout (same as Swiss German, just that FR defaults are éàè, SHIFT gives öäü, and DE is the opposite, as far as I know)

My small contribution to a good Learning tool ;-)
