If I understand it well, the point is making users less lazy about casual bug reporting.
What about creating a plasmoid called "bug report" ?

That plasmoid have a option for application name, a tag call advanced, an empty white space and a pushbutton called "send report".

When launched, it will gather information about what KDE version are you running.
The "advanced" tag will be used only for power users (more options, like bugs.kde.org
).
And it will also have a big empty white space. You write your bug report and click send.

It can send it to the mailing list you are about to create
or as I would personally prefer, send it to bugzilla with a special tag to show that has been partly automatically created.

If you think it is a good idea I can code the plasmoid.
Alternatively it can become an option in every application's help menu (ala Ubuntu).

--
Jordi Polo
