I use wall to have some services notify my and on KDE that means i get spammed ;-)

The patch adds up to 100 messages that occur not later than 200ms after the last, then forces a flush of the notifications.
So if you get one notification with 10 lines, you get it (one!) about 201 ms delayed (rather than 10) and if you get 100 one-liners each by 199ms delay, you get them all in one block 19.9 seconds after the first occurred.
