Bear in mind that not all distros have packagers with coding skills. Also, 
maintenance of patches downstream can be problematic if they're not trivial 
(in openSUSE we dropped some because no one was able to maintain them).

The build process is mostly automated nowadays, however packaging (proper 
packaging) still requires manual checking.
