[RFC] Change default bugzilla status to "unconfirmed" for all newly added bugs

Interesting, just made a test account and opened some fake bugs on my product:

normal user + format guided => unconfirmed
normal user  - format guided => new
kde dev + format guided => new
kde dev -format guided => new
