I noticed that Tom added the following note to the release schedule, yesterday.

"All deadlines are due 23:59 UTC, but if you need a few more hours,
notify someone from the release team. "

Is that actually the case? In the past, freezes haven't occurred
simultaneously across all timezones, but instead at local midnight in
each location. As someone in the western hemisphere, I prefer the old
system, but I could live with UTC freezes as well. I just need to know
which is the case. :)
