Because that's more work.  The assumption Michael has made (which I think is 
correct) is that relative paths are always relative to a standard directory.  
So if you request "foo.desktop" or "bar/foo.desktop", it _won't_ use your 
current working directory, but instead will look for the file in the standard 
locations.
