RFC: problems with splitting up kdebase

Currently the following non-kdepim parts depend on kdepimlibs:

a) one plasma applet
b) ldap kioslave in kdebase/runtime
c) kopete
d) kdesdk-kdeaccounts plugin

Thats about all of the link time dependencies, there are probably some runtime 
dependencies somewhere though.
