Printing, CUPS version

Note that this is a soft requirement - it would basically mean not 
supporting CUPS prior to 1.1.20, rather than demanding CUPS is 
installed.

It may even be worth requiring 1.2, to make implementing some of the 
stuff in TODO.12 more straightforward.  Are we expecting people to have 
KDE 4 installed alongside CUPS 1.1?
