clarification on git, central repositories and commit access lists

We now have the mailing list kde-scm-interest at kde.org created for discussing 
these issues. (SCM stands for Source Control Management)

Like I said in the other email, the objective is to come up with a plan for:

1) importing our history
2) repository layout & associated tools
3) transitioning everyone to the new system

in a new SCM tool.
