REQUEST: Move pop3, smtp, and ldap kioslaves

Howdy,

Can we move the pop3, smtp, and kldap kioslaves from
kdebase/runtime/kioslave to kdepimlibs/kioslave or
even to kdelibs/kioslave?

kdepim needs the pop3 and smtp kioslaves and I don't
think kdepim should depend on kdebase. 

by this logic, the kdepim imap4 kioslave should also be moved.

maybe all the kioslaves should be in a libs module??
