dcop support removed from the buildsystem

Hi,

now that we basically switched from dcop to dbus, the support for dcop has 
been removed from the buildsystem. You will notice this as soon as the 
kdelibs snapshot is updated the next time.
Everywhere KDE4_ADD_DCOP_SKELS() or KDE4_ADD_DCOP_STUBS() is still used, cmake 
will stop now with an appropriate error message telling you to port to DBUS.
