Maybe every module should have a top level /lib directory, which can be built 
and installed independently from the rest of the module ?
(but of course the module can still be built as one).
This would make building separate libs and apps packages easier, would remove 
some of the pressure to move libs into kdelibs/, and could make the 
dependency checking during building faster (since the libs are then in 
another project).
This would also mean that kdepimlibs/ would go back to kdepim/lib/.
