Right. But why shouldn't app authors want to comply with all the rules 
(once we have them in place)? Then translators don't have to work with 
playground at all: they translate kdereview and up, only.

This is also an incentive to make app authors comply with all the rules: 
no translations unless your app is KDE beta quality.
