? isn't supposed to be encoded to ACE/Punycode:
$ echo \?.foo | idn -a --quiet
?.foo

Besides, our recent fixes for phishing with IDN introduced dependency on 
the last part of the URL: "foo" is not one of the TLDs allowed to have an 
IDN. You have to switch to a TLD like "de".

So the test will fail always in its current form.
