There have been long discussions about this on the kde-usability list, and 
AFAIK the result was that the pop-up should stay.

You can already avoid the pop-up by pressing modifier keys. There are 
great differences between different operating systems what a normal drop 
means, so asking is probably the best, unless there is a qualified 
usability study proving that this change is really improving usability 
and not only a matter of personal taste.

This is my personal opinion though. The maintainer of this code has the 
final say.
