Speeding up 'maximum length of command line' check

The configure test for the maximum length of command line parameters is really 
slow and tedious (especially on Solaris, where it's something like 512k). On 
FreeBSD the test could be really simple: ask the kernel! It knows! The 
attached patch for admin/libtool.m4.in does just that, it special-cases 
FreeBSD. OK to commit?
