I didn't know it was intentional, as I remember the time when you've removed 
the frame and I was complaining that it's ugly (because you can't really know 
what is on the system tray and what isn't) if there are no applet handles 
shown and at that time you added a code that showed the frame if the applet 
handles were now visible. After a time I realized that the frame isn't shown 
again, only if I move the mouse over it. Well, I would like to see the frame 
always if the applet handles are not visible, but... even if you keep the 
current behavior, there is a bug as I stated: in some cases after the mouse 
is moved out, the frame remains there.
