multiple control panels and kcmshell

sure, but then you get "Settings - Konqueror" whereas if you launch a single 
module, say Background, you get "Background - KDE Control Module".. this 
should be consistent. either we should change the single instance to be 
"Settings - Background" or else we have something like my patch. 

switching to "Settings - Background" sort of breaks consistency in another 
way, since the standard is "Description - Appname" by default; but in this 
case as far as the user is concerned the application is what is being 
configured so i suppose that would make sense.

to continue the theme of consistency, when launched from an application it 
seems many (most?) KDE apps show "Configure - Appname" in the setting 
dialog's caption. this makes sense as the menu item is "Configure Appname". 
this too should be consistent, and i'd suggest that kcmshell should switch to 
using the term "Configure" rather than "Settings".

i also considered simply swapping the app name for the --caption but that 
messes with things like help window captions..
