Why (some) KDE software are not available in Android stores?

There's no hard reason for it. For each app there needs to be someone to

- make the decision of "this is good enough to be released"

- actually do the required things. Ingo and others have done a lot of
work on streamlining that process, but it's still something that
requires some manual action
