[kde-community] Request to join KDE Incubator for KScreenGenie

Right, so what do I do now? Create a scratch repo, upload the code and
file a Sysadmin ticket to make it a Playground project?

I need an icon and I honestly don't have any skills in that area.
Maybe I could poach KSnapshot's icon?
