IMHO: The release announcements do not encode community ground rules and 
consensus agreements. The wording in the KDE Manifesto is carefully selected 
to communicate very specific ideas. A mistranslation of a release announcement 
doesn’t have the same implications as a mistranslation of this sort of 
document.
