Build failure: makekdewidgets not found (trunk, Qt 4.7)

Actually, more info from IRC:

turns out that my Qt 4.7 build was only of src, so libQtDesigner wasn't 
present. That means kdelibs/kdewidgets wasn't built.

So apparently the problem is that libQtDesigner is considered an optional 
dependency. Since it isn't (or kdebase won't build), I suggest simply making 
the kdelibs build fail if it's not present.
