You shouldn't need to have the Linux equivalents installed (or the proper 
versions) in order to cross-compile.

The problem, however, is that we build several tools during the 
compilation process that we use later in the build: kde4-config is one of 
them, but others are automoc4, meinproc, etc.

So, while in a normal cross-compilation you shouldn't, I think it's ok to 
require a host-build of the tools required for compiling.
