[Kde-bindings] Rescuing PyKDE's twine2 from gitorious

I think this is a great idea.  I'd be willing to work on splitting twine2 into 
a common PyKDE4/PyKDE5 module and PyKDE4 and PyKDE5 specific parts.  There are 
also things that need to be generalized (such as the paths that are currently 
hard coded to the ones on (presumably) Simon's development system.
