[Kde-accessibility] Controlling and Fixing Desktop Settings

I'm new to Linux and KDE
Is there a way to set up the KDE desktop environment so that the desktop
screens can be 'fixed' to display certain programs.
Say screen 1 Koffice, Screen 2 KOrganiser, Screen 3 Games, Screen 4 Web
Browser (Mozilla?)
I want to be able to limit what a user can do, in other words not mess up
settings too much. I want to make a Linux based KDE Desktop pc available to
youngsters that have difficulties.
Any help, pointing to books or informative articles would be much
appreciated
