I apologize if this is irrelevant (I kind of breezed past the last
emails on the topic) but what filesystem are
the USB pendrives using?  If they're still fat32 you wouldn't be able to
chmod the file since fat32 doesn't support permissions.

If being able to use the drive on Windows systems is an issue, you might
try UDF instead, which supports POSIX permissions.

(Or this suggestion might be completely unrelated to the problem you're
having, in which case never mind....)
