New packaging recommendation: Ocean sound theme

Hello,

Plasma 6 will have a new sound theme called Ocean. The repository, called
ocean-sound-theme, is in the Plasma project and can be viewed here:
https://invent.kde.org/plasma/ocean-sound-theme

Since it's the new default, it's recommended to package it and ship it with
Plasma 6.
