Is it acceptable for distros to add a new required dependency in kwin 5.27.9?

On FreeBSD, this builds successfully. Qt5LinuxAccessibilitySupport is a static 
library though -- for us at least. Is that expected?

It runs, too, although I have no idea how to test this functionality.
