packaging of kf5 documentation

So maybe we (upstream) should consider releasing the .qch files with 
Frameworks or at least providing a make target to generate the documentation 
at build time?

Expecting distribution packagers to download the docs from api.kde.org is IMO 
not the right way to go if we want to make sure the docs get to users and are 
actually kept updated.
