Is digiKam's ePub offline documentation missing its functional TOC?

Running Calibre 6.15.1 on Linux Mint 21

I just downloaded it to my PC and can view it in Calibre but cannot load 
it into my Kindle PaperWhite.  It looks OK but never finishes.

Any ideas?
